Many of you have seen the “Friends of Coal” (above) license plate released early this year in Kentucky. Not only has the Virginia Mining Association members shown an interest in a Virginia plate but so has many individuals from our community. 

 

The Virginia Mining Association has begun the process of developing a special licenses plate to recognize the significance of coal for Virginia as well. Our final design must go through a review and approval process with the Department of Motor Vehicles (DMV) but we are planning to propose one similar to the one above.

 

Virginia law requires the sponsoring organization (in this case the Virginia Mining Association) to collect a minimum of 350 prepaid licenses plate applications. Our Virginia legislative representative must have these applications at the beginning of the 2010 General Assembly session, a prerequisite to submitting a bill authorizing the issuance of a new Virginia “Coal” special license plate. 

 

“VMA must have 350 prepaid completed VSA 10 applications by the end of 2009 to start the process.”

 

Please make the attached License Plate Application (VSA 10 form) available to your coworkers, vendors, friends, relatives, and others coal supporters. The VSA 10 form can be filled out by hand or by computer but must be printed and signed before submitting to VMA (the sponsor). Please do not send this form to the DMV. Submit your payment (no credit cards) of $10 for non-personalized or $20 for personalized, along with your completed (and signed) VSA 10 application. It would be helpful for each VMA member to collect applications and fees for your organization and then forward to VMA. Also, VMA will accept applications and fees from individuals, directly.

 

Once the bill is passed by the General Assembly and signed by the Governor, it becomes effective July 1, 2010. VMA must then submit the 350+ collected VSA 10 applications to DMV within 30-days. VMA will also submit the artwork for the plate to DMV. DMV will develop the plate and process the applications within nine months. DMV will mail you your new “Coal” plate along the month and/or year decals. We should start receiving our “Coal” plates in the spring of 2011.

 

Until the “Coal” plate is issued, each of us will need to continue to renew our current license plate and registration through DMV as we always have. After you receive your “Coal” plate, subsequent renewals of the “Coal” plate will also be processed through DMV.
